POPIA Policy

Protection of Personal Information Act, 2013 — compliance policy for Safer City Sentinel / the Prometheus platform, operated by Safe City Solutions (Pty) Ltd. Last updated: 30 July 2026.

Our commitment

Safe City Solutions (Pty) Ltd is committed to protecting personal information and to processing it lawfully, fairly and transparently in accordance with the Protection of Personal Information Act, 2013 (POPIA) and the rights guaranteed by section 14 of the Constitution. Where we determine the purpose and means of processing we are the "responsible party"; where we process data on behalf of a partner organisation we act as its "operator". In both roles we take reasonable steps to give effect to the eight conditions for lawful processing.

The eight conditions for lawful processing

  1. Accountability. We are responsible for ensuring the conditions below are met, and have appointed an Information Officer to oversee compliance.
  2. Processing limitation. We process personal information lawfully and only to the extent necessary for crime prevention, detection, dispatch and response, with a lawful basis for each purpose.
  3. Purpose specification. We collect information for specific, explicitly defined operational and public-safety purposes, and retain it only as long as necessary.
  4. Further processing limitation. We do not further process personal information in a way incompatible with the purpose it was collected for.
  5. Information quality. We take reasonable steps to ensure information is complete, accurate, up to date and not misleading.
  6. Openness. We are transparent about our processing through this policy and our Privacy Policy, and we maintain the records required by law.
  7. Security safeguards. We secure personal information using encryption, access controls and per-organisation isolation, and require our operators and partners to maintain appropriate safeguards.
  8. Data subject participation. Data subjects may request access to, and correction or deletion of, their personal information, as set out below.

Special personal information & watchlists

The platform processes information that POPIA treats as special personal information — including watchlist (POI/VOI) data, camera/ANPR reads and information about alleged criminal conduct. We rely on the grounds POPIA provides for such processing, including that it is necessary for the establishment, exercise or defence of a right or obligation in law and for the prevention, detection and prosecution of offences. We apply enhanced safeguards, restrict access on a need-to-know basis, and require contributing partners to warrant a lawful basis for the data they submit.

Responsible party vs operator

For our own users and website visitors, Safe City Solutions is the responsible party. For operational data that a partner organisation loads and controls within its isolated environment, that partner is the responsible party and Safe City Solutions acts as its operator, processing the data only on the partner's documented instructions and protecting it under a written operator agreement as required by section 21 of POPIA.

Data subject rights

Under POPIA a data subject has the right to:

  • be notified that personal information is being collected, or has been accessed without authorisation;
  • request confirmation of, and access to, the personal information held about them;
  • request correction or deletion of information that is inaccurate, irrelevant, excessive, out of date or unlawfully obtained;
  • object, on reasonable grounds, to processing;
  • not be subject to a decision based solely on automated processing; and
  • complain to the Information Regulator.

How to exercise your rights

Send your request to our Information Officer at info@safercitysolutions.com. We may need to verify your identity first. Where the information is controlled by a partner organisation, we will refer your request to that partner as the responsible party. We respond within a reasonable time and in line with POPIA and PAIA.

Access to information (PAIA)

Requests for access to records are handled under the Promotion of Access to Information Act (PAIA) using the prescribed form, subject to the Act's grounds for refusal and prescribed fees. Our PAIA manual is available on request and will be published on our legal page once finalised.
